Pejsak Symka Lapka was born in 1869 at Andrzejewo, Ostrow, Lomza. He was the son of Chaim Lapka and Taube Lewton. He married Malka Lewton, daughter of Lejbka Lewton and Fejga Jelen, in 1891 at Andrzejewo, Ostrow, Lomza.
